Detectives: Man filed bogus stolen boat report, cashed insurance check

A North Naples man turned himself in Friday to face a felony insurance fraud charge after Collier County sheriff’s detectives say he falsely reported his boat stolen and cashed a $ 25,000 insurance check.

Authorities say the boat had actually been discovered stripped of its parts and identification in a Pinellas County parking lot more than a month before Charles William Schumacher said he had last seen it and reported it stolen.

In addition to the insurance fraud charge, Schumacher, 34, of the 500 block of Eastwood Drive, also faces a misdemeanor charge of making a false report.

The Sheriff’s Office began investigating the missing 2008 Cobia flat bottom boat and trailer on Aug. 18, according to an arrest report. Schumacher told detectives it had been stolen while parked on J&C Boulevard in North Naples sometime after Aug. 16.

Schumacher’s insurance company issued him a $ 25,000 check to compensate him for the loss of the boat, reports said.

But authorities say on July 5 — more than a month before Schumacher reported his boat stolen — Pinellas deputies discovered a boat stripped of its parts in the parking lot of a closed business. It’s hull and Florida identification numbers had been removed. Deputies moved the boat to a tow yard, where it sat until mid-December, when detectives inspected it and located a confidential hull number……………. continues on Naples Daily News

NORFOLK

City Councilman Andy Protogyrou has asked the city manager for a full report on how a police boat overturned, injuring five people.

Protogyrou made the request at Tuesday’s City Council meeting. He told City Manager Marcus Jones the council needs to know how the boat capsized and whether there’s an insurance claim.

Protogyrou noted that five people were injured and that the rescue required city resources.

Three police officers and two others were taken to the hospital Friday after the boat overturned near Willoughby Spit, police said.

Police have not explained how it happened, saying they were testing the motor.

The sailboat that capsized during July’s Race to Mackinac Island, killing two crew members, was so unstable that it should not have been in the competition, according to a report released Saturday by the country’s national governing body of sailing.

The 35-foot vessel, dubbed WingNuts, was designed for speed and thrills. But its light weight and unusual proportions made it vulnerable to capsizing in a race where the potential for extreme weather was well-known, the US Sailing report said.

“WingNuts was a highly inappropriate boat for a race of this duration, overnight, without safety boats, and in an area known to have frequent violent thunderstorms,” reads the report, which was requested by the Chicago Yacht Club, the organizer of the annual race to Mackinac Island. “Her capable crew and preparation could not make up for the fact that she had too little stability, which led to her being ‘blown over’ by a severe gust.”
